When should you start teach ESL?

Hello!I work at a small school in Sweden. Right now we are discussing at what age we should start teaching ESL in order to take advantage of the few hours we have at our disposal for teaching ESL. In Sweden there is no demands on teaching English before the age of 10 (fourht grade) according to the syllabus in English as a foreign language.
