Education reinorces societal divisions

I wonder how the so called educated members of elite and the governments manned by their kinds allow education to reinforce the societal divisions. There exists two distinct sets of educational system, one for helping the moneyed people to secure good salaried jobs and the other for spreading mere literacy among majority of low-income groups.
