Over 800.000 students take the Test of English as a Foreign Language each year. More than 6.000 colleges, universities, immigration authorities, and licensing agencies in 110 countries accept TOEFL scores. TOEFL test is given to international college or university students to measure the ability of nonnative speakers of English to use and understand English as it spoken, written, and heard in academic settings. One of the TOEFL test versions is the Paper-based test (TOEFL PBT) as continuing to be offered to supplement the TOEFL iBT test centre network.
There no passing or failing scores the TOEFL. The maximum total score is a little over 700; the minimum, about 200. In general, a score of 600 or above is considered excellent and a score of 400 or bellow is regarded as poor. Specifically, however, a score is considered good or bad based on the requirements of the institution to which you have applied colleges, universities, schools, etc., are free to accept or disregard the following suggested guidelines:

550 and over Admission to graduate or undergraduate level study programs with no restrictions.

500-549 Admission to highly technical graduate programs with no restrictions.or other programs with a
limit on the initial academic load, and with a required additional English course.

450-499 Admission limited to those who are strong in all other aspects of application. Those admitted
should carry a full load of English instruction for a certain time, and their cases should be
reviewed on an individual basis.

bellow 450 No admission; applicants in this range are considered unready to begin studies they should
enter a full-time English program before attempting an academic program.

That basically mentioned the reason is TOEFL CLASS either room or online is opened to the prospective applicants in spite of the fact that it has yet to promise them high scores on the tests in a short time. It depends on the applicants’ serious attention.
